Administrative Penalty System

The system used for issuing, paying and disputing by-law tickets in Oakville.

APS basics

In Oakville, we use an Administrative Penalty System (APS) for enforcing by-law violations and allowing you to pay and dispute tickets. 

Penalty notices (tickets) are issued for parking and by-law violations. If you receive a parking or by-law ticket you have two options:

  1. Pay within 15 days of the penalty notice being issued
  2. Schedule an initial screening meeting 

This system allows us to manage disputes over parking tickets instead of the provincial courts.

Getting a ticket

A parking ticket can be served by:

  • attaching it to the vehicle at the time of the violation
  • being handed to the operator of the vehicle at the time of the violation
  • being handed to the registered owner of the vehicle
  • being sent by mail to the registered owner of the vehicle

A by-law, licensing or animal control ticket can be served:

  • in person
  • by mail
  • by fax
  • by email 

Failure to respond to a ticket

If you do not respond a ticket by the due date (by paying the penalty or scheduling an initial screening meeting), you automatically waive your right to a review and you will be held responsible for paying the penalty.

Failure to respond also results in additional administrative fees. The fees are used to offset the costs of processing penalties.

Administrative fees for processing parking penalties

  • after 15 days, a $12 Ministry of Transportation (MTO) search fee
  • after 45 days, a $18 late payment fee
  • after 105 days, a $22 MTO plate denial fee
  • a $50 screening no-show fee for failing to appear at a scheduled initial screening
  • a $100 hearing no-show fee for failing to appear at a scheduled hearing
  • a $14 fee for service by mail

  • after 15 days, a $50 late payment fee
  • a $50 screening no-show fee for failing to appear at a scheduled initial screening
  • a $100 hearing no-show fee for failing to appear at a scheduled hearing
  • a $100 fee to request an adjournment
