Everyone is welcome to participate in open meetings of Council and committee meetings.
Registration is not required for statutory public meetings about development applications such as Zoning By-law and Official Plan amendments, but is encouraged. These items are listed on Planning and Development Council agendas as Public Hearing Items.

There are many ways that you can participate in an open meeting. Review the following options to find the method that works best for you.
Submit your comments in writing, by email to townclerk@oakville.ca.
Written comments received by the Clerk will be provided to meeting members prior to the meeting, if time permits. Any additional comments received will be provided to Council through their information package.
When submitting written comments, please indicate the item number and the meeting date that you are addressing.
You are encouraged to pre-register with the Clerk, townclerk@oakville.ca or phone 905-815-6015, no later than noon on the day of a meeting commencing after 6 p.m. and by noon on the last business day before a meeting held prior to 6 p.m.
Delegations must provide:
- name
- contact information
- association with any organization, if applicable
- the agenda item to be addressed
All PowerPoint presentations must be emailed to the Clerk by noon on the day of the meeting.
Pre-registered delegates are provided with access codes and instructions to enter a virtual meeting. They will also be asked to test their audio and video prior to the meeting by visiting the Zoom website.
If you are making an online delegation, you are encouraged to log into the system at least 30 minutes prior to the start of the meeting. Use this time to make sure that the equipment you are using is charged and you are near an electrical outlet to power the device during the meeting. You can also use this time to make sure that you are not near any windows that may cause lighting issues.
During a live Planning and Development Council meeting, call 905-815-6095 if you wish to speak to a public hearing item on an agenda.
Staff will ask for:
- your name
- the item number you wish to address
- your telephone number
You will remain on the phone and will be provided with instructions to connect to the meeting.
You will enter the meeting muted and when it is your turn to speak Clerk’s staff will unmute you. At this time you may wish to make your camera available.
After all registered delegations are completed the Chair will then make a last call for delegations, which will allow for members of the public who are watching time to call in to speak. There is a 30 second delay in the webcast, so the Chair may pause to allow sufficient time for this to happen.

A statement on public hearings
If a person or public body does not make oral submissions at a public meeting or make written submissions to Council on a proposed Official Plan Amendment, Zoning By-law Amendment and/or Plan of Subdivision or Condominium, before a decision is made, the person or public body is not entitled to appeal the decision of Oakville Council to the Local Planning Appeal Tribunal (LPAT); and may not be added as a party to the hearing of an appeal before the LPAT.
